Flagstone is the centre of the Greater Flagstone priority development area, declared in 2010 and still building out along the Mount Lindesay Highway. If you live in one of the newer pockets around it, you almost certainly say Flagstone when someone asks where you live, and that is the name this page is written to.

Everything about retaining walls here follows from how the land was prepared. Undulating country was benched into level pads, the house contract covered the slab, and the retained edge that holds one pad against the next was left for whoever moved in.

We connect you with experienced, insured local builders who work the Greater Flagstone estates and price a retained edge as its own job rather than an afterthought.

What gets quoted here

The boundary wall between two pads at different levels is the standard job, and it is usually a concrete sleeper wall because that is what the estates were built with and what matches the street.

Second is the back of the block. The slab is level, the yard is not, and the fall has to be terraced before a shed, a pool or a lawn is worth putting in. Short stepped walls are often the answer visually, and the approval question below is why that choice is not purely a design one.

Third is the driveway edge, which on a graded block can be the tallest wall on the property and is carrying a vehicle load, so it belongs with an engineer and often with block retaining walls.

The approval criteria, and the trigger to watch

Logan City Council publishes its own criteria, which is more than most councils do. A retaining wall up to 1 metre high from natural ground level is accepted building work provided no loads are imposed above it, such as a building, a structure or a driveway. Approval is required where the total height of the wall and of the fill or cut retained by the wall is greater than 1 metre, where retaining walls are constructed closer than 1.5 metres to any other building or other retaining wall regardless of the height of the walls, or where there is surcharge loading over the zone of influence for the wall.

Two of those three bite on a Flagstone block. A driveway above a wall is surcharge loading. And on a modern lot, a boundary or terrace wall sits within 1.5 metres of the house, the garage or another wall often enough that the proximity trigger is the rule rather than the exception. It applies regardless of how low the wall is.

The rules behind the criteria sit in the Building Regulation 2021, and Logan City Council and private building certifiers apply them. The QBCC is separate: it licenses the contractor, and Queensland requires a QBCC licensed contractor for building work valued over $3,300. The council's criteria document is undated on its face, so confirm your own wall with Logan City Council or a private building certifier before you build.

Drainage and cost

A new wall on a new block looks like the simplest job on earth, and it is the one that most often gets built without drainage because the ground is dry the week it goes in. Insist that the quote itemises ag-pipe, free draining gravel backfill, geotextile fabric and a legal discharge point. Our retaining wall drainage page explains why those four lines are the difference between a 30 year wall and a 10 year one.

On price, the biggest lever you control is timing. Build the wall while the block is still open to a machine and before the fence goes in, and the labour is a fraction of what it costs once everything is enclosed. Treat any figure as guide pricing and read our retaining wall cost guide first.

Frequently asked questions

I live in one of the newer estate pockets, not Flagstone proper. Does that matter?

Not for getting a quote. The builders who work Greater Flagstone cover the whole development area. Give us the street address on the form and it goes to someone who works it.

Why would a low wall need council approval?

Because proximity is a separate trigger from height. Logan City Council's criteria require approval where walls are constructed closer than 1.5 metres to any other building or retaining wall regardless of the height of the walls. Check it rather than assume a low wall is clear.

Is it cheaper to do the wall and the landscaping together?

Usually, because machinery, spoil cartage and travel are charged per visit. Grouping the wall, the levelling and the paths into one job on a new block saves real money against doing them a year apart.
