Heritage Park is a planned 1990s estate in the 4118 postcode, and it looks like one: consistent street layouts, consistent block sizes, consistent houses. The retaining walls are consistent too, which is exactly the problem.

When a developer builds out an estate, the boundary walls go in to one specification, chosen against a budget rather than against each individual slope. They go up in the same couple of years. And three decades later they come due in the same couple of years.

We connect you with experienced, insured local builders who work Heritage Park and know what the estate specification was.

What a developer-built wall usually skipped

It is rarely the timber. Treated pine rated for in-ground use does its job. What gets left out of an estate build is the drainage, because it is invisible once the soil goes back and nobody inspects it on handover.

Missing or disconnected ag-pipe, no free draining gravel column, no geotextile fabric so clay fines sit straight against the face, and an outlet that goes nowhere. A wall built like that is holding saturated soil and trapped water through every wet season, and 15 to 25 years is the optimistic end of its life rather than the expectation.

The signature is a bow in the middle of a run rather than a lean at one end. Repair is genuine where the posts are sound and the bow is small: builders excavate behind the wall in sections and install the ag-pipe, gravel and fabric that should have been there originally. Where posts are rotted or snapped, replacement is honest. See retaining wall repairs and retaining wall drainage.

Approvals, and why the original may not have had one

Logan City Council publishes its own criteria. A retaining wall up to 1 metre high from natural ground level is accepted building work provided no loads are imposed above it, such as a building, a structure or a driveway. Approval is required where the total height of the wall and of the fill or cut retained by the wall is greater than 1 metre, where retaining walls are constructed closer than 1.5 metres to any other building or other retaining wall regardless of the height of the walls, or where there is surcharge loading over the zone of influence for the wall.

On an estate lot the proximity trigger is routine rather than exceptional, because the house sits close to the boundary and the boundary wall is often within 1.5 metres of the dwelling or the garage. It applies regardless of how low the wall is. Whatever the position was when the developer built it, the replacement has to meet the current criteria.

The rules behind the criteria sit in the Building Regulation 2021, and Logan City Council and private building certifiers apply them. The QBCC licenses the contractor separately, and Queensland requires a QBCC licensed contractor for building work valued over $3,300, so ask for the licence number and check it on the QBCC register. The council's criteria document is undated on its face, so confirm your own job with Logan City Council or a private building certifier before the rebuild.

Replacement and the neighbour question

Concrete sleeper walls are the usual replacement because nothing in them rots or gets eaten. Where a wall carries a driveway, an engineer may specify block retaining walls.

If the wall is on a boundary, responsibility usually depends on who benefits from the wall and the history of the land, and on a developer-built estate boundary that can be genuinely unclear. Get the wall assessed in writing first so both households are working from the same facts. Treat any per-metre figure as guide pricing and read our retaining wall cost guide.

Frequently asked questions

Why is my wall failing when the timber still looks fine?

Because the failure is at the posts at ground level and behind the face, where the drainage either is or is not. Sleepers that look sound tell you nothing about the posts or the gravel column.

Three neighbours have had theirs replaced. Should I?

Get your own assessment. Walls on the same estate specification do tend to fail together, but yours may have better drainage or less water above it, and the honest answer is sometimes to monitor rather than replace.

Can the drainage be fixed without replacing the wall?

Often, yes, if the posts are sound. That is the single best repair available on a developer-built estate wall, because the drainage is usually what was missing.
